The Executive Committee provides leadership for the Carlisle Area Democratic Committee and works to support Democratic candidates, civic engagement, and community involvement throughout the Carlisle area.
Rachel James
Chair
Rachel James is an attorney at Johnson Duffie Stewart & Weidner, P.C. and currently serves as Chair of the Carlisle Area Democratic Committee. She previously led the organization's Fundraising and Events Committee and serves on Carlisle Borough Council. Rachel is active in numerous community organizations throughout the Carlisle area.
Tim Scott
Vice Chair
Tim Scott is a legislative staffer for the Pennsylvania House of Representatives and served as Mayor of Carlisle from 2014 to 2022. A past CADC Chair, he also serves on several nonprofit boards including Safe Harbour, Bosler Library, and the Cumberland County Municipal Authority.
Tom DeWall
Treasurer
Tom DeWall retired after a career in nonprofit association management, including service as executive director of Common Cause Pennsylvania and the Pennsylvania Psychological Association. He has lived in Carlisle for more than twenty years and has been active with CADC since approximately 2018.
Ryan Thies
Secretary
Ryan Thies is an employee in the Office of Campus Life at Dickinson College. A 2025 graduate of Dickinson College, Ryan was president of Dickinson College Democrats from August 2024 to May 2025. Now as a permanent resident of Carlisle borough, Ryan is excited to continue contributing to the success of Democrats in the Carlisle area. He served as vice chair from August 2025 to June 2026 and now serves as secretary.
